How strong is a Panzer Brigade?

If you were going to rank a WWII German Panzer Bde on the Eastern Front on a scale of 1-4 what would it be? (4 is the strongest unit)

I've ranked full Panzer divisions at 4, Panzergrenadier divisions at 3 and infantry divisions at 2.  Is a Panzer Brigade a 1? A 2?

And do you have any issues with the other rankings listed above?

Well, "strongest" is a pretty vague term :)

Would this number include everything from movement, assault and logistics, to training, morale and level of winter preparedness? In this case it heavily depend on how the game systems are (will be?) designed as to portray the different units realistically. The opening days of Barbarossa would favor giving armoured units a large number compared to infantry units, while the fighting in Stalingrad would favour infantry heavy units

In this system is there any modifiers that effects this scale, ie. does defending provide a bonus, penalty for armor in build-up areas, etc.?

Hi Anon. Thanks for the comment. I guess I was considering raw firepower as the "strongest." Those other factors you mention would be added onto a unit after determining that base score.

I would rate the same as you. This rating corresponds to my favourite wargame - operational combat series.

In OCS Baltic Gap (1944 Eastern Front) Panzer Division is about 40 points of strength in 7 steps, Panzergrenadier Division a little weaker, like 30 points in 5 steps, average Infantry Division 16 strength in 4 steps and Panzer Brigade only 10 points in 2 steps. So brigade would be rated as 1.
